Licenciado en Derecho por la Universidad Aut\u00f3noma de Nayarit, curs\u00f3 su maestr\u00eda en derecho en la Universidad Complutense de Madrid, hizo su doctorado en derecho en la misma facultad, curs\u00f3 su especialidad en el Instituto Internacional de Derechos Humanos de Estrasburgo, Francia.<\/span><\/p>\n En su experiencia laboral se destaca su desempe\u00f1o como promotor y defensor de los derechos humanos en la Fundaci\u00f3n Valsa\u00edn, en Espa\u00f1a, profesor del n\u00facleo acad\u00e9mico b\u00e1sico del doctorado Interinstitucional de Derecho de las Universidades Aut\u00f3nomas de Nayarit, Guanajuato y Aguascalientes, secretario del Centro de Estudios de la Fundaci\u00f3n Valsa\u00edn \u201cPara la Promoci\u00f3n y Defensa de los Valores Democr\u00e1ticos\u201d, Segovia, Espa\u00f1a, oficial secretario de Sala Constitucional Electoral del Poder Judicial del Estado de Nayarit.<\/p>\n Tambi\u00e9n Carlos Alberto Prieto Godoy fue presidente de la Comisi\u00f3n Municipal de Derechos Humanos, secretario ejecutivo del Sistema Integral para la Protecci\u00f3n de Ni\u00f1os, Ni\u00f1as y Adolescentes, investigador y docente de la Unidad Acad\u00e9mica de Derecho de la Universidad Aut\u00f3noma de Nayarit.<\/p>\n [\/et_pb_text][et_pb_toggle title=”Atribuciones de la Presidencia” _builder_version=”4.27.4″ _module_preset=”default” title_font=”Rubik||||||||” custom_margin=”|20px||20px|false|true” global_colors_info=”{}”]<\/p>\n ART\u00cdCULO 28.-<\/strong> La Presidencia es el \u00f3rgano directivo de la comisi\u00f3n, est\u00e1 a cargo de una persona titular, a la cual corresponde ejercer, de acuerdo con lo establecido en la Ley, las funciones directivas de la Comisi\u00f3n y su representaci\u00f3n legal.<\/p>\n ART\u00cdCULO 29.-<\/strong> Es atribuci\u00f3n de la persona titular de la Presidencia conceder licencias voluntarias hasta por tres meses, sin goce de sueldo, a las empleadas o empleados y a las funcionarias o funcionarios que hayan prestado sus servicios en la Comisi\u00f3n por lo menos en un a\u00f1o, as\u00ed como otorgar licencias con goce de sueldo hasta por quince d\u00edas h\u00e1biles.<\/p>\n ART\u00cdCULO 30.-<\/strong> Cuando la situaci\u00f3n presupuestaria de la Comisi\u00f3n lo permita, la Presidencia podr\u00e1 autorizar pr\u00e9stamos econ\u00f3micos a las empleadas o empleados y a las funcionarias o funcionarios de la Comisi\u00f3n hasta por el importe de tres meses del salario del solicitante, el cual deber\u00e1 ser pagado por \u00e9ste en un plazo que no exceda el a\u00f1o del ejercicio fiscal que corresponda.<\/p>\n ART\u00cdCULO 31.-<\/strong> Durante las ausencias temporales de la persona titular de la Presidencia, hasta por seis meses, sus funciones y su representaci\u00f3n legal ser\u00e1n suplidas, de manera interina, por la persona titular de la Visitadur\u00eda General, y si \u00e9sta tambi\u00e9n se encontrare ausente, le sustituir\u00e1 la persona titular de la Secretar\u00eda Ejecutiva o la funcionaria o funcionario de la Comisi\u00f3n que la Presidencia designe de manera temporal.<\/p>\n ART\u00cdCULO 32.-<\/strong> En los informes especiales y anuales presentados por la Presidencia, se podr\u00e1 omitir en ellos la informaci\u00f3n personal de las personas quejosas, cuando la situaci\u00f3n particular as\u00ed lo amerite.<\/p>\n ARTICULO 33.-<\/strong> Para el despacho de los asuntos de la Presidencia, se contar\u00e1 con el apoyo de las siguientes unidades administrativas:<\/p>\n I.<\/strong> Direcci\u00f3n de Administraci\u00f3n, Contabilidad y Recursos Humanos;
